Right now, California lawmakers are considering AB 796, a bill that would impose a tax on social media advertising revenue. On the surface, it might seem like a West Coast issue. But in advertising, nothing happens in isolation. What starts in California often sets a precedent that spreads.
For agencies here in Baltimore—whether you work with national clients, have satellite offices across the country, or serve local businesses using global platforms—this matters. A tax like this could lead to higher advertising costs, reduced access to digital platforms, and economic strain for businesses and consumers alike.
We’ve seen attempts at advertising taxes right here in Maryland before. And we know how damaging these policies can be—not just for agencies, but for the small businesses and nonprofits who rely on affordable advertising to grow and serve their communities.
That’s why AAF Baltimore stands in solidarity with our West Coast colleagues and national partners to oppose AB 796. Advocacy is at the heart of what we do. When policies threaten creative freedom and economic sustainability, we act.
Attached is the final letter submitted to lawmakers, signed by AAF Baltimore and other industry leaders, voicing strong opposition to this bill. The message is clear: This tax would harm not only social media platforms but the countless businesses—large and small—that depend on digital advertising to reach their audiences. The burden wouldn’t fall on big tech alone; it would trickle down to the clients we serve and the communities we support.
